The cops aren't clueless, it's just not about them catching a bad guy and solving a crime. It's about stopping. How and why stopping, or not acting, (such as seeing the body or arresting the killer) may be a right action. Not that it is or isn't, they're just outside of it, action doesn't even apply to them. The comic has me a bit baffled. I'm trying to get it. The cops are clueless, okay. But, they cops are in the backyard, walking past the killer, who freaks, goes inside (I think), and then the cops walk out the front door and the story ends. I don't quite get it.
